Mr. Charles D. Hale is the President of Resource Management Associates and has served in that capacity since 1981. Mr. Hale has served as a consultant in law enforcement to over 300 municipalities throughout the United States since 1973 and is the author of three books on police administration. He is also the author of the chapter “Police Patrol” in the text, Local Government Police Management, published by the International City Management Association. Mr. Hale served as a Police Officer and Police Sergeant in El Segundo, California, during which time he earned a Master’s Degree in Criminal Justice from California State University at Long Beach.
Mr. Hale has designed and administered more than 300 written examinations and assessment centers for police, fire and public safety departments throughout the United States. His clients have included the City and County of San Francisco, California; Tallahassee, Florida; Providence, Rhode Island; Madison, Wisconsin; Rockford, Illinois; and numerous municipalities in the Chicago area. Mr. Hale is the author of the text, The Assessment Center Handbook for Police and Fire Personnel, published by Charles C. Thomas Publishers of Springfield, Illinois. In addition, Mr. Hale has conducted numerous workshops on the assessment center method.
Mr. Steven W. Hale is the Vice-President of Resource Management Associates. Mr. Hale has been a member of the firm since 1988 and has actively participated in the design and administration of entry-level as well as customized promotional examinations over that time. Mr. Hale has more than 30 years of experience with Resource Management Associates. Mr. Hale attended Joliet Junior College, where he pursued a teaching degree.
Our Fire Services Management Team
Mr. James Eaves, who retired in 2004 after serving nearly thirty-five years in the fire service, is a Principal Associate with our firm. At the time of his retirement, he was the Fire Chief of Hoffman Estates. Prior to that, Mr. Eaves served as the Fire Chief in Skokie and in Harvey, Illinois, where he began his career as a firefighter. Mr. Eaves will be responsible for evaluating emergency medical service provisions, personnel management, training and career development in the department.
Mr. James Joyce is a senior management consultant with our firm and has had a long and distinguished career in the fire service. In May of 2004, Mr. Joyce retired after serving more than 30 years with the Chicago Fire Department. For the last five years he served as the Commissioner of the Chicago Fire Department. During a thirty-year career, he held various ranks including First Deputy Commissioner and Deputy Commissioner with that organization. In addition, Mr. Joyce has a Master’s of Arts in Public Administration from Governors State University in University Park, Illinois and has attended the Harvard University Graduate Program for Senior Executives in State and Local Government.
Our Law Enforcement Services Management Teama
Mr. Chuck Smith, retired in 2002 after completing 35 years of meritorious service with the Chicago Police Department. At the time of his retirement, Mr. Smith was serving as the Deputy Chief of Patrol, in which capacity he was responsible for overseeing all uniformed field operations in five districts of the City. During his career with the Chicago Police Department Mr. Smith held a number of important positions including those of Assistant Superintendent, Detective Commander, and Commanding Officer of the Property Crimes Division. Mr. Smith has a Master’s Degree in Criminal Justice from Chicago State University and is a graduate of the Northwestern University Traffic Institute Police Administration Program.
Since retiring from the Chicago Police Department, Mr. Smith has worked as a part-time Principal Associate with our firm in which case he has served as an assessor and oral interview panel member in more than two dozen promotional examinations for police personnel.
Robert A. Sturlini , has a long and distinguished career in municipal law enforcement. In 2000, he retired as the Chief of Police in Des Plaines, Illinois, a position he had held for six years. He began his career with that department as a patrol officer in 1967. He also served briefly as Chief of Public Safety for Oakton Community College. Mr. Sturlini has a Bachelor’s Degree in Criminal Justice from Lewis University and is a graduate of the Administrative Officer’s Course at the Southern Police Institute in Louisville, Kentucky. Mr. Sturlini has served as an assessor in dozens of police department assessment centers and has conducted background investigations for our firm in connection with numerous executive search projects.
Mr. Robert LaDeur is an FBI Academy Graduate and graduate of Northwestern Staff and Command, Robert LaDeur served as Police Chief for 22 years of his 29 year tenure at the Warrenville Police Department. During his tenure, the department grew rapidly in the number of personnel and diversity of services, requiring the planning and construction of a new police facility.

Our Office Professionals
Ms. Rosetta Ivery is an Administrative Assistant with Resource Management Associates. Rosetta has been with the firm for nearly 20 years and is responsible for the development of our customized written promotional examinations. Rosetta also assists with any other assignments that require her expertise.
Mr. Dan Fry is an Administrative Assistant with Resource Management Associates and served in that capacity for the past five years. Dan has worked for several other organizations in customer service capacities throughout his career. Dan is responsible for assembling testing documents, maintaining our work schedule and for assisting our customers with their inquiries and needs.
